Using Netsuite for Construction type Project Management

We have a Construction division to our business where we need to wrap Materials, Labor (time) and Expenses up under a Project. At the moment the system doesn't really seem to work with Materials on a project, it is designed for Labor and Expenses. Is there any users out there who are using the Project Management module and using it with Materials in a construction type project? We create budgets for different types of materials, and then need to fulfil inventory against that project and also purchase in materials which involves create purchase orders from the project for those materials.
