Adding a Utilization Field to Project Resource/Disallow Double-Booking of Resource

When we are adding resource allocations to a Project on the Project Record, we can double book a certain resource because there is no alert/error message that displays if you book a certain resource on the same day to multiple projects.

For example:
There are two projects: Projects A, Projects B
Two of our employees create projects at the same time and book John Doe on 1/1/16 for the entire day. We want an error message to display "This resource is already used on that day. Please choose a different resource."

Has anybody been able to create a Utilization field on the Resource Allocation so if the resource is 100% utilized for the day of the task then an alert or error is thrown? We do not want to use the Resource Allocation Chart to book our resource allocation as you cannot make many configuration/customization's to this SuiteBundle.
