Sales Order to Project: one-to-one mapping

I would like to enforce a one-to-one mapping rules of Sales Order to Project - is there such a setting or must we build this ourselves?

Alternatively, I recall that there was setting that requires the creation of new Project for an Item with that setting checked.  I cannot, however, find it.  Does anyone know where it is?
