Locations vs. One World

Hello,

From a few things I've read, it seems like it is possible to incorporate some of the features of One World just by using Locations properly. One area in particular that I am concerned about though is payroll, if you have two companies with different tax ID's, then is One World required to do payroll or is it somehow possible to pay people out of a regular Netsuite account and have them working for two different companies?
