project only picking up list price

Somewhat of a newbie here so please forgive me if this is a basic question

When I use the employee timesheet to input time for a project the only time that it allows is the list price for the project. It will not seem to pick up the users individual rates that I have imputed. The only thing that it allows me on billing rates is also list price. As different employees have different rates this has brought recordkeeping to a stand still...
