Currency reevaluation question

We have a currency reevaluation transaction where the Transaction Exchange Rate and Ending Exchange Rate are identical for all lines.  This isn't what I would expect, but I'm wondering if I'm missing something.

I looked through help for a definition of the Ending Exchange Rate, but haven't found anything.
