OnWorld Subsidiary Hierarchy Question

We're in the early stages of upgrading to a OneWorld multi-subsidiary, and we're trying to decide if we need to set up our subsidiary structure according to our legal tax structure or according to how we'd like to report our financials internally.

For example, we have an Australia sub that will legally report up to our UK sub because we will realize some tax savings by having AU report to the UK.  Our finance management team, however, wants to see this Australia subsidiary roll up into the APAC region.  For this to make sense in the P&L, it would be better for Australia to roll up to one of our other APAC subsidiaries, like Singapore so we could report by region as well as by individual subsidiary.
