Voting on enhancements

I have noticed a bunch of people mention that you are able to vote on enhancement requests.  I spent at least 15 minutes on the user group searching for how to do this.  Is it somewhere in the actual application itself, here in the user group, or somewhere else?  Could someone please point me in the right direction?
