Promotion Code Limitations

Is there a limit to the number of items that can be excluded from a promotion code?  I added about 5000 (manually, it was extremely tedious) and notice there was a performance issue when applying the code in the cart. I had to wait over 4 minutes for the code to apply in the cart. What is the problem? That time frame is way, way to long.

We have about 35,000 (of 800,000) that need to be excluded from a promotion code and I can't have the performance issues I was seeing before.  Has another else experience a performance issue like this?

Is it possible to only exclude the parent item?  That would reduce my total number.
