Exclude Free Shipping "If over $99" for certain overweight items.

We have the site working where any order over $99 gives the customer free shipping.  Problem is we want to exclude a few Over Weight items from the calculation.

Has anyone every been able to do this?  I am stumped.  :h_a_w:
