Certificates and Site Builder

First off, I want to say I know VERY little about Site Builder but actually have a customer who is implementing it for a super simple webstore.  No comparison, customer ratings, etc.

They (the customer) tells me it is requiring a certificate to be purchased.  Is this in fact a requirement to have a Site Builder site in NetSuite?
