Internal KB and E-Mail List for All Users

We want to set up for sending out tips, announcements, etc to all Users. But each user should have the option of unsubscribing and subscribing.

I would also like to establish an internal KB/Web site for users only. All of the above tips and announcements above would also be posted to this KB.

How can this be done?
