sales tax downloads

For some reason we are missing the download for California sales tax items/groups.  We are unable to download them again as this evidently is not available.   Calling help did not resolve the problem.  I think I am going to have to key the items but I can not even get a copy of what I need to key.  I have gone to the state of CA and their info is not in a good format to key.  Any ideas?  Are others updating the sales tax changes manually?
