core charge?

I'm not sure if this is the right section, but here goes.

I have several inventory items that are re-built on-site.  I have a core-charge on new and rebuilt units to ensure I have a ready supply of cores to rebuild.

How do I setup and track the charge, refund the core charge on receipt of core, then turn the core inventory item into a rebuilt unit inventory item ready to ship. 

I think using the "build kits" feature will get me from a core to a rebuilt unit, but how about ideas for the rest.
