COD on Fulfillment

The COD amount is based on the full order 's Dollar amount instead of what is being shipped. In V7, I now have the Whse's carry over the Declared Value Amount plus S/H when the PO has product BackOrdered or I'm fulfilling a BO.  It would be nice if Netsuite also had the COD field react the same way as the Declared Value Calc .
