how to restrict edit customer addresses?

I changed the preference on our customer service staff to only create new customers (They were changing the default billing and shipping as often as one changes their socks, instead of using custom).
Anyhow, It seems that they are still able to edit the address when they are in the sales order entry screen by choosing "open" and then hitting save.

Can I disable this somehow? I really don't want them changing any defaults
