changes - immediate or delayed?

I just made some changes to shipping prices, for example UPS Ground changed from $9.95 to $11.25.  I clicked Save, but when I now choose Ground on an order it still gives me $9.95.  I tried logging out, logging in but still the same.  Are changes instant? Or does NetSuite "refresh" every ??? minutes?
