need advice on shipping description

On my checkout page, customers see "ship name" field in the checkout.  But the description field is blank.  Even tho I have the description field filled in on my shipping list. 
I want my message in the description field to appear in the description field (not left blank) when customers view their cart.

Any ideas why it is still coming up blank?
