Seperate Customer "Hold" & "Credit Limit"

Hi,
Is there a way to separate
1. put customer hold "on, off, auto" function, 2. change customer credit limit function?
We have 3 bookkeepers who can change the customer's hold from "on" to "auto" when they receive the payment. But I don't want them to change customer's "credit limit". Some sales people tried to ask them to change the credit limit even I have warned them do not change it a lots of times.
It seems these two functions are linked together. Is there any way to separate them?
Also is there a way to hide the credit hold "off", only leave "on" and "auto" there? I have an old A/R person here (older than 60). He always change the "on" to "off" instead of "auto" leave no credit control to the customer. I have to check what he changes every day. "Off" seems to be an opposite word to "On" instead of "Auto".
