How do I authorize access for others to this forum

I would like to grant access to the user group to one of my users.  When they attempted to create a logon account, an error message displayed that they did not have the correct level of access.  ??  I contacted netSuite support who did not have any information regarding this user group and they suggested I post a question here in the hopes that the user group administrator would be able to tell me how to grant access to a co-worker.
