Best Practices for Shipping Cost on Purchase Orders

I am wondering what people do to enter shipping on a PO. As far as I can tell you can enter it as an expense and have it look horrible when it prints the full account on the PO. Or you can enter it as an item and have issues with receiving. Why doesn't shipping work on PO's like it does on SO's???
