Data Protection Compliance

We have several customers that are Government agencies which require all their contractors (us) provide written assurance that we comply with their standards for data protection:

The fact that the sensitive data currently only exists within the NetSuite DB is a big plus, as opposed to hanging around our offices on hard disks, memory sticks, cds or paper.

Firstly we need to restrict access to these customer records to key employees only, and secondly ensure that these records cannot be exported, printed, emailed or otherwise extracted from netsuite in any way


Does anybody know how this might be done (without using Locations)?
