Anyone ever "locked" line items from being edited, added, or removed?

We have an ongoing problem with quotes being changed after they've been sent to a customer.  Our policy is changes to quotes require new quotes, so we always match what the customer has in hand.

I have been able to design a workflow to disable all of the fields on the quote after certain criteria are met.  But I need to also disable any changes to the line items in that quote.  NetSuite is telling me my only option is to create a Client Side script and deploy it as a Line Item Function.  That seems way too complicated for what I'm trying to do.
