Can we restrict some customers to use specific shipping method

Hi,

Is there a way to display one special shipping method based on cookie value in cart?

the scenario is as a following: if a customer visit our website using a special link with string variables, a cookie will be created in the customer PC to apply some fields in cart. and we want to restrict this customer to use a free shipping method where this shipping method should be displayed for such customers only.
