Best Practices Administrator Role

We are using NetSuite OneWorld. A user in one of our subsidiaries is requesting admnistrator access. The user is a member of the finance team. I do not think that admin access is appropriate and I am looking for some documentation on Best Practices to deffend my position.

Any help would be greatly appreciated.
