Change of Tax rate

I would like to ask if anyone knows the best practice to change tax rate to a new increased rate.

We are selling in Spain where from the 1st September the VAT goes from 18% to 21% (it is the Standard tax rate); i.e. everything invoiced before 1/9/2012 should keep 18% VAT while invoices issued after 1/9/2012 should fall in 21% rate.

I have tested in Sandbox where I have changed the rate on the existing Tax code. The new rate then applied also to old transactions, which is not correct.

Anyone has experience with changes in VAT? Thanks!
