File Cabinet Permissions

Perhaps I've missed a thread or some help document, but it seems that even if users only have Create access on File Cabinet, they can view all files in the folders.  We don't want users to be able to view expense reports of other users, by means of their receipts.  Is there any best practices on securing the file cabinet, so that users can't backdoor their way into confidential files?
