Copy or duplicate a quote

We are looking for a feature or setting that would allow users to duplicate a quote.
Even a process of creating a new quote and copying the line items from an existing (active or expired) sales quote would be acceptable.

We are able to duplicate other documents such as sales orders and want the same ability with sales quotes.

Is there are reason this is not available?
Are there processes or rules that would prevent this?
If it does exist, how do we enable duplication of quotes?
