Serial Number Form Customization

Looking for any guidance on a way to customize the serial number form.  I'm not seeing any way other than adding fields that I can do much with it.  Has anyone else tried to do anything around this.  Is my best bet going to be a custom record to store attributes and semi-lock down the serial number record for any changes.  I can't even see a way to include user or system notes on the form.  Best case would be some guidance that says this functionality does exist but any guidance would be appreciated.
