Alternatives to Requisitions (Advanced Procurement)

We give sample requests to our warehouse to ship products to Magazine Editors to be photographed for future issues.
They are then sent back to us when they are finished with.
We have multiple locations and are finding it difficult to manage.
If we run them as sales orders, the fulfillment posts to cost of sales and we can’t do this.
If we create purchase orders from ourselves and ship the product, it will post to an account (as designated)

Does anybody have a solution outside of the Advanced Procurement module?
