blacklisting credit card numbers

As an ecommerce retailer, we enjoy orders from consumers who do a chargeback. We would like to prevent these same card numbers from being used again, or receive an automated report when one is used, or daily if need be, so that we can delete the order.

Support says no such feature exists, nor is there one in PayFlowPro that I can see.
