PO Line Level Expense - Distribute/Allocate to Multiple CDL levels

How would you break a line level expense on a PO into multiple lines based on %s across multiple CDL value sets.

For example:
PO line/value is coming in from external 3rd party.
Looks like "Program Supplies | $218.00 | <class value> | <department value> | <location value> |
<SuiteGL Custom CDL1=null> | <SuiteGL Custom CDL2=null> | <SuiteGL Custom CDL2=null> "

The line needs to be split into multiple lines based on percentages pre-defined for the incoming CDL set,
each line having its percentage value and its own new SuiteGL Custom CDL set values, totaling $218.00.
