Unable to Proceed - This business does not have any external payment methods defined.

I have enabled Paypal integration for the web store and have setup my paypal account in Netsuite.  This is the only payment method I have setup.  When a customer tries to checkout and they get to the payment page, they get the following error:

"Unable to Proceed.  This business does not have any external payment methods defined."

Help.
