Web Store Site Template Edit Screen Missing

Pre-Version 11, there was a place to go in Web Site Setup under Setup>Web Site>Site Templates which was a screen where you could customize the global header, global footer, left-hand column, right-hand column, etc.  I think it used to be .

Does anyone know where this set-up screen is now? It seems to have been moved in V11, and I can't find it.  It is still referred to in the Help Center, but it is NOT in the menu navigation referred to above.
