How to enable Rich Text Editing

I cannot enable rich text editing.  I followed the following:

home -> set preferences -> appearance tab

but i do not have the following option available:

"Enable Rich Text Editing   Check this box to use the rich text font (RTF) editor to change the look and formatting of information you enter in select text fields."

There is no such option on my screen?  Anyone?
