Online Custom Forms Error

When using the online custom form to set the lead source we have Territory Assignment Rules based on the lead source.  These are completely ignored.  The first three assignment rules are based on the lead source and this fails completely.  The geograhpic rules work fine. 

The online form does set the lead source information correctly but the rules will not apply.
