Can not change Script File

Setup-->Customization-->Entry Forms--> Edit on a Custom Form-->Custom Code-->Script File

I choose a script file I have already uploaded and click save and I get the following Error message:

This record cannot be deleted, because it is referred to by other records.

The code has been tested on our Supporter form that our data entry department uses, when I add the Script File to the Supporter form that is used by another department that is when I get the error.

The 2 different Supporter forms are nearly Identical except the one that errors has an extra button on it.
