Approve Expenses Forms

any ideas why i can't approve my employee's expense forms.  i am their Supervisor.  In Employe Centre, if i open the expense form there is an Approve button but it does nothing.  if i select edit expense forms the page of expense forms doesn't have an edit option.

permissions is FULL
