locations unavailable for fulfillments of non-inventory items

My shipping manager showed me a new bug this morning under version 11.0.3.  Locations aren't being populated in the item fulfillment screen for non-inventory items.  (We have Multi-location inventory turned on, and per-item locations).

Under 11.0.2 an order with an inventory item and a charge for service could both be set to fulfill from whatever location.  Now, no locations are available to select for the non-inventory item.  (See screenshot here: )

Leaving the location blank will cause an error message ("Fulfillments can be shipped from only one location when using multi-location inventory")

This means that to fulfill an order with a non-inventory item will require partial fulfillments.  That sucks!
