SO not updating Inventory

Here is the situation.  A sales rep puts an order in with 10 line items.  On 1 line item the customer ordered 10 pcs.  Go to check the inventory on that item and it shows 0 on hand and 8 on back order.  Hmmm.  10-0=8.   Must be NS math.  This seems to be really hit and mis.  We could put another order in for the same item and everything would be ok.  Any ideas?
