Locations not accurate on Reports

We created a physical inventory worksheet that shows the serial numbers for the items, BUT it's showing all the serial numbers, even if that location has 0 available.
Example: We have 5 widgets in stock, 3 at the west location, 0 at the east & 2 at the south, at all 3 locations it will show the serial numbers for the 5 widgets, the quantity on hand field is right but you don't know which serial numbers go to which location.
BUT, if you get out of the report & go to the Item screen & click on the Serial Number tab, the serial numbers are broke out correctly by location.
