Adding a link in the file cabinet and FTP url error

I want to add a link in the file cabinet (rather than a document). I'm stumbling with two problems and appreciate anyone's help in resolving.

1. I can't seem to find a way to create a new document/link, can only upload files. I found a way around this by going to an existing file and doing "Save and New" to get the new file form. How do I access the new file form more correctly?

2. I entered a link using the ftp protocol and got an error when saving telling me that only http and https protocols could be saved. Why is this? People link to ftp sites all the time, especially to download fiels, etc. Is this a bug or am I doing something incorrectly?
