I noticed some weird behavior in shipping

We have two items of identical weight.  We have created some items TWICE based on location.  So, I got a order like this...

Item A from Location 1...$20
Item B from Location 2...$20
Shipping...$20
Total = $60

I edited the order because I knew that I could get Item B from location 1.  I removed "Item B from Location 2" from the SO and added the new item and recalculated shipping and it came out like this...

Item A from Location 1...$20
Item B from Location 1...$20
Shipping...$12
Total = $52

So we have two items in our system...
Item B from Location 1...shipping weight is set to 5lbs
Item B from Location 2...shipping weight is set to 5lbs
