Sales tax case closed ..NS says "as designed"
Customer A has a shipping address that is out of our state.
Customer A orders through our web store and it is their first order.
Customer A pays no sales tax (which is how we want it to work).
Customer B also has a shipping address that is out of our state.
Customer B orders by calling in their first order (we create their account and enter their out-of-state order).
Customer B pays sales tax (which is NOT how we want it to work).
Yes, we can manually change the order to remove the sales TAX, but without manual user intervention it WILL charge them sales tax even though they are out-of-state. Why doesn't it behave like a customer-created account?
