Wholesale and Retail Shipping Fees

I would like to know if there is any way to have certain shipping fees for my wholesale customers and retail customers. Our catalog site is used for wholesale customers but we would like to open it up to retail customers.  The problem is that we do not charge shipping to our wholesale customers, so we do not have the shipping fee check box checked in "Set up Accounting." Is there a way to just display shipping fees to retail customers and have a "free shipping" default shipping item to my whole customers.
