Item quantities not showing up in RO report

Is anyone having this issue.  We have about 5 item out of 3500 that when you place a SO and the QOH is 0, NS doesn't B/O the item.  It is B/O on the SO but not in the item file and it won't show up on the reorder reports.  If QOH is >0 then it works fine.
