Enable Online Bill Pay causes errors for some vendors

Unexpected Error occurs when trying to Enable Online Bill Pay for a vendor.  It works for some vendors but not others even though everything appears to be the same for the different vendors.  Are there conditions for enabling online bill pay for a vendor?  Any strange / undocumented sequence of steps to make this work?
