Online Bill Pay for Customers

Does anyone with Netsuite Small Business know if this feature works for the small business account?  We use Online Bill Pay for our regular Netsuite account when we are issuing refunds for overpayment's, BUT I can't seem to get it to work for our Small Business account.
Any suggestions?
