Service for Resale-not on 1099s !!!

NS will not generate 1099's for service items for resale?

We were told today by NS support (case#525342, issue#101294) that the only way to get 1099 cost for a vendor is by entering the cost on the expense tab on the PO.  When we do this, the expense cost is not linked to the COG of the sales order.

We also cannot generate a PO for Service Item for Resale from a Sales Order.  How can a service be for resale if we  cannot buy it? 

Financial requirements are such that cost and revenue must be linked.  Generating a purchase order as a stand alone is not an option.
