BEWARE: shipping clearing when web sales order fulfilled

When I bring up a sales order (placed thru web), shipping is there.
As soon as I add any items to the items area (where I aDd my free catalog),
the shipping changes to zero.  handling fee remains, but no shipping !!!!

This is going to cause chaos this morning!!!
